What is the point of not having exclusive fullscreen? I am getting ridiculous input lag to the point where the game feels unplayable. Hopefully this will be added in a future flight or at launch.

This! C'mon, 343i, give us exclusive fullscreen on PC! I mean, if you want to be taken seriously as a competitive FPS. <shrugs>
If they aren't going to support an exclusive fullscreen mode, microsoft should at least take some advice from themselves and implement this properly for an exclusive fullscreen-like equivalent.

From all I can tell, it's not in there because my gsync compatible setup (nvidia gpu+freesync display vrr) isn't functional at all. Only works with exclusive fullscreen modes or borderless games using the dxgi flip presentation, or when forcing dxgi flip presentation with an external tool like special k (also doesn't work here currently).
Fortunately the first and most liked comment on the PC thread is about this issue. It wouldn't surprise me if fullscreen was left out of this flight intentionally to test borderless. I think it's safe to assume full screen will be in the final game, especially if players keep submitting tickets on the issue.
