I love the character and recently I've been trying to develop a good strategy for him.

Does anyone have any tips on how to succeed playing as him?

Are phantoms worth the effort?

In what situations can I really take advantage of stasis abilities?

You want to go early grunts and elite enforcers with the Arbitor leader. Try and rush ur opponent if you can’t take map control and transition into phantoms.
if the opponent is going Vehicles be sure to get some hunters.

comduit of rage is important as well as the Arbitor Y ability when having an Arbitor army.
