Well, at one point they HAVE to be part of the loot pool. The helmets have 'Rare', 'Ultra rare' et cetera indicators on the cards. Why would those lines be on the cards if they won't be added to the loot pool at one point? It's taking a pretty long time i.m.o. That helmet and the other Noble Team helmets were introduced with Memories of Reach and have always been in the general REQ pool.
