The issues with Sacred Icon are less with the Flood themselves and more with how they're implemented into the level. Sacred Icon is almost entirely close-quarters, without a lot of room to maneuver. Combined with the inherent sponginess of combat forms (their arms are not easily shot in the heat of the fight) and the overabundance of carrier forms and it just becomes an exercise in tedium. You can slip past some encounters with good movement and cloaking, but there are plenty of areas where you need to fight. Not to mention having to shoot the pillars to open them gets annoying quickly.
That's your problem in that case because appropriate tools are given to the player during the entire mission, Battle Rifle, SMG, Magnum, Shotgun and Rocket Launcher (good luck to not make it a waste) , never without a Shotgun and honestly it's hard to run out of ammo, the BR is more likely to be first.

Even if it's empty, the Magnum can do a good job, in my case I usually save a Covenant Carbine since the BR can be obtained as soon as the Flood show up and they get absolutely destroyed.

The SMG can actually deserve some serious attention since it's also good at taking down unshielded combat forms (most of the mission that's it) , finally it's worth a try.
The scarab skull doesn't void beating Halo 2 on legendary. Similarly, the bandana skull (infinite ammo) doesn't void beating Halo: CE on legendary.
