I wrote this based on my experience. Two Betrayals might be easier for me than Assault to the Control Room. I found the Library incredibly easy, for example.

The Scarab fight is one of the easiest parts of the mission IMO. I just stay on the Hornet, always on the move, disable it, shoot the core, then at the time it is destroyed, the other's already disabled. Piece of cake.

As I said, it's been a long time since I touched ODST's campaign on Legendary. Coastal Highway might be easy for me, but other missions might be much harder. It's all based on our experience.

Reach, I agree with you.

I also partially agree with you about Halo 4 and 5's campaign. But, if it weren't for the Jackals, I would have a perfect run on Requiem. But as I said, I'm yet to play Halo 5, so I'm counting it out. The same applies to Halo Wars 2.

What about SPV3? I was stuck on the second generator on Two Betrayals because the Banshee's we're too aggressive, way more aggressive than the base game. But I managed to get though, and now I'm in the third generator's chasm. I'm yet to analyze how difficult.
I know, I'm just stating my opinion ;-p Two Betrayals and AOTCR are both super hard for me, but TB is just a nightmare. Not sure about SPV3. I played Truth and Reconciliation, which was fun because there were brutes and brute weaponry, but it was also on Normal difficulty.
gravemind legendary.. its stopped me in my tracks. ILL PAY someone to do it for me. :(
Halo Combat Evolved: Assault to the Control Room\Two Betrayals (Yesterday, I tried to get the Speed Reader achievement. It was extremely easy XD)
Halo 2: Gravemind (My favorite mission of the game)
Halo 3: Tough choice, but ultimately, Cortana
Halo Wars: To test
Halo 3 ODST: It's been a long time since I touched the campaign in Legendary, so I'm not sure
Halo Reach: ONI Sword Base, The Pillar of Autumn
Halo 4: Midnight (Most people would say Requiem, but I almost managed to complete the mission without dying (If it wasn't for the Jackals))
Halo 5 Guardians: Haven't played
Halo Wars 2: Haven't played

BONUS
Halo SPV3: Two Betrayals
What is the speed reader achievement?

Complete the Library in Legendary in under 30 minutes.
Probably truth and rec for me. Took me a while to complete it.
CE: Two Betrayals
2: Haven't finished it, so I'm
3: Cortana
ODST: Kikowani Station?
Reach: very easy game, so idk

If we're going by Legendary difficulty, mine would go like this:

CE: Truth and Reconciliation and Two Betrayals

T&R is hard solely because of the segment where you escort Keyes. It's not very long, but his AI is practically suicidal at times. Doesn't help that he's got a Needler, in undoubtedly its worst form in the franchise, meaning he's practically defenseless. Plus, the tight quarters and volatility of dropped grenades in CE makes traversing the ship a nightmare.

Two Betrayals is Assault on the Control Room in reverse, but since there's very few ground vehicles it's much harder to traverse than the former. That final segment where you need to grab a Banshee while avoiding/destroying 2 Wraiths, 2 Hunters, a Zealot, 3 Stealth Elites, a bunch of Grunts and Jackals AND at least 2 Rocket Flood is by far the hardest part of the game. There's also those moments where you get caught with your pants (shields) down after disabling the generators.

Halo 2: Gravemind

This mission has almost everything that makes a Halo level hard: the randomly-spawning 1-shot Jackal snipers; the bullet-sponge Brutes that can kill in 1 or 2 melee hits; the ridiculous length of the mission. The only thing missing here is a vehicle section with too many enemies and not enough allies. There's a reason this level is usually the breaker for speedrunners.

Halo 3: Cortana

Not only one of the worst missions in Halo history, but also one of the hardest. There's very little room to maneuver in the level, meaning you have no choice but to fight through every encounter, and the overabundance of Pure forms will make that a headache. The Brute Shot can make things easier, as its melee attack will kill Pure forms in 1 hit, even with Mythic on, and its shots can dismember a bunch of combat forms at once, as well as knock ranged forms off of walls and ceilings, plus you get the weapon rather early in the level. Even with Brute Shot in hand, though, this level is still a slog to get through, not helped by the fact that it's easy to get turned around if you're not familiar with the layout.

Halo 3 ODST: Coastal Highway (solo)

This is hard SOLELY because Buck is a horrible gunner. He shoots at things for far longer than necessary, even long after their dead; he refuses to shoot anything too close to the vehicle; he can't seem to make up his mind about what to shoot at; he is HORRIBLY inaccurate with the Gauss Cannon. You can't even take your time, because everyone and their grandmother is pelting Dare's Oliphant with plasma. Things get easier when you reach the Scorpion and you can do the shooting yourself, but you'll be yelling at the TV for the first half of the level.

Reach: Pillar of Autumn (original) or Long Night of Solace (MCC)

Reach in general is rather easy, even on Legendary, but PIllar of Autumn will test your skills without a doubt. The Wraith encounter is a tough encounter, and the Elites just after the canyons are no slouches either, but the hardest part is definitely the final holdout as Keyes approaches the landing zone. There are Brutes EVERYWHERE, and even with a decent amount of ammo, the fight gets pretty rough. The final part with the Mass Driver isn't easy, either, especially when the Banshees get close.

Long Night of Solace wasn't too hard in the original Reach, in fact it was just the right amount of challenge. With the MCC version of Reach, though, something must have been buggered up with the AI, because now the space combat segment has become one of THE HARDEST parts in all of Halo. Enemies, especially Seraphs, are hyper-aggressive and deadly accurate (you can see this with the Banshees in Exodus, as well). They will shred your shields in a second and will maintain their aim even during dodge maneuvers. The only way you can make it past this segment is by hiding closely behind Anchor 9 (and later the Corvette) and just praying nothing follows you as the your allies and the station pummel the Seraphs enough that you can quickly put them down. If you're out in the open, you've signed your death warrant. The segments inside the Corvette are fine, but getting to that point is a nightmare.

Halo 4: Forerunner and Midnight

Forerunner has many of the same problems as Gravemind, being overly-long and filled with bullet-sponge enemies, but replacing the Snipers with a horrible Banshee segment, and forcing the player to scrounge for any decent weapons. The area at the second signal pylon is way too open and filled with enemies. The Banshees can mow you down on foot; the Grunts can pepper you endlessly in the air; your Banshee is made of paper mache; there's just no winning with that segment.

Midnight certainly feels like a final level, and not in a good way. There are WAY too many Knights, and even with abundant power weapons they are just a chore to deal with due to their teleportation and the speed at which they recharge their shields. Not to mention the omnipresent Watchers that come with the Knights.

And honourable mention goes to Reclaimer, due to horrible gunner AI and being overly long.

Halo 5: N/A

I haven't played Halo 5 in a long time and never got to playing on Legendary, so I can't really say which level is hardest. I would imagine any level with a Warden Eternal boss would make the list.
Long Night of Solace wasn't too hard in the original Reach, in fact it was just the right amount of challenge. With the MCC version of Reach, though, something must have been buggered up with the AI, because now the space combat segment has become one of THE HARDEST parts in all of Halo.
It is actually not hard at all. If you wait and hide long enough, the ships will warp away and the checkpoint is done. But yeah, if you try to fight them you'll get shredded.
Reach - Long Night of Solace most likely purely due to the space battle being difficult to control damage
CE - The Library or Truth and Reconciliation as many others have pointed out
2 - Gravemind but most have their difficulties
3 - Cortana but most are pretty easy
ODST - Data Hive but same as above for the most part
4 - Midnight
5 - The Breaking most likely due to 3 Wardens (inventive level design btw)
Wars - Scarab but it's pretty hard overall

Any others is a mixture of either not playing it yet (Halo Wars 2 + Spartan Strike) or not played it for a long time and can't remember too well (Spartan Assault)
CE: Two Betrayals
2: Haven't finished it, so I'm
3: Cortana
ODST: Kikowani Station?
Reach: very easy game, so idk
