Who built the Halo devices?

The halo is really dangerous In a way it can wipe the Galaxy.

Halo Devices predate the Eldar in Warhammer 40k actually. No one knows who created them.

Oh you meant Halo Rings..

If someone in all seriousness doesn't immediately know this then I doubt they have ever really even scratched the surface of Halo universe.

And it most definitely was created in unison by all species in the universe as a milky way wide suicide cult to give Moas the rulership of the known universe as the absolute overlords of milky way galaxy.

But if you think about the base means of the halo array to reach the ultimate goal & the purpose of said devices, they were build to kill the builders & other sentient life.

So halos are, in their basest, a giant suicide hula-hoops.

Well, motivation & methods are different, grunt method is more direct & it's directed right at the threat itself, seeing as they seem to think succeeding that way is a possibility whereas halos are directed at everything that could be consumed by the threat in hopes it starves out, as directly wiping out flood didn't seem to work otherwise.

And unless you meant that flood is offering a helping tentacle to everything with the TP after a visit at the toilet, the text could use an additional word "out" after the word "wipe".

Haha, very true.
Hurogok built them as big hoola hoops for their king "Huragok the Grande" (it is a planet sized huragok) the forerunners found out and took them over.

The hurogok were then indentured slaves forced to maintain all forerunner facilities for all time, which is why we see them around in 2552.
