And from a narrative point of view I don't think there's much point making a spartan V. That's true only the time will decide what happen with the Spartan-V program. Besides 343 Industries own the Spartan-V. They are war machines. That's their purpose. It's what makes the entire point of the Spartans a interesting concept. Without it and just making any regular old volunteer a spartan just as good or better than than the II's not only devalues the Spartans, it devalues the Halo franchise as a whole.

Yes, we need it, and we need it more now that the UNSC INFINITY had fallen.
Spartan-V would wear better armor, and their augmentation would be better but, even more better more expensive and dangerous. But the Spartan-V program would work as hunters of Spartans.
Meant, that if any Spartan II, III, or IV want to desert they will hunt them.
More strong? Yes.
Better? Yes.
In halo infinite we see some images of the MJOLNIR mark VII and we know this armor auto-repair himself and heal the wounds of the user.
Better than Spartan II? Hmmmm yess Obviously, they are trained by Spartan II and that includes 087,104,058,019,084,092, 117 and others. Hmmmm I guess that's enough to kill a whole army. A Spartan V can kill three Spartan II so easy.

They aren't machines literally, no. But the entire existence of the Spartans was to be war machines. ONI wasn't sinking every resource into their creation because they just wanted more front line soldiers. That's why they would allow dozens or hundreds of marines to die in order to use a spartan for a key mission or asset. And losing a spartan was a huge blow. It's why they made the III's and used them for the suicide missions instead of the II's, because they weren't worth as much in ONI's eyes. It's the nature of war. That's why the ethical quandaries around the Spartans was such a intriguing thing and one of the few good things done in halo 4 with Chiefs character arc. Spartans are super soldiers with augmentation and soldiers aren't machines they are humans who protect what they love.

Machines don't have feelings. Then, why The demon John 117 have feelings?

Being a Spartan doesn't makes you a machine, makes you a Killing machine and that what's every Sargeant say when you enlist in the army.
