I don't like your idea, I rarely change my armor because I like what I'am wearing. Also sounds to much like destiny which I didn't enjoy much. Plus there are already armor mods and power ups that work very much like your have described. So...

Assault has always had a lot of cheaters lol one of the reason I just avoid that game type lol. Cheaters are relentless, always finding ways to get an upper hand :-/

The February matchmaking update seemed to have changed a lot of things. Personally I don't think for the better. Ever since these "matchmaking improvement" I started seeing more laggy players in matches and just seemed to make my matches...

Splatter someone while having your vehical have all its passenger slots full. Wonder if that would award you 3 per kill, if so would help with completing the commendation. I could be wrong but It may only apply to multi passenger vehicles.
