I think it would be fair to those who don't like playing multiplayer to be able to earn armor.

In the beginning of Halo 5 you have a cut-scene with Doctor Halsey, she's talking to Locke, who doesn't show up in the Halo Story time line until 2556 (Halo Nightfall) 1 year before the events of Halo 4, and 4 years after Halo 3. -- Which he's not a Spartan until after the events of Halo Nightfall.
Doctor Halsey, still has her arm which she doesn't lose until the year of 2558.. Late February, early March I'm assuming.
So this cut-scene with her talking to Locke obviously has to take place Sometime after the event of Halo 3, and before the events of Halo 4, because by that point she's being interrogated and imprisoned by ONI.
She hasn't seen Chief or Cortana since Reach.
She still has her arm when she's putting the new Cortana into AI holder.So... like March 2553... to Early Spring 2558 where she still doesn't know that Chief and Cortana are still alive until she get's into Commander Lasky's quarters on the Infinity.
So, I'm wondering if Halsey did make another AI similar to Cortana, if not a Cortana clone at some point in this time period 2553-2558.

UPDATE ON ALEKSANDER 323
7/7/2557 At exactly 0200 this morning a Entry came in on Spartan 323 who was presumed MIA after the slip-space event of New Mombasa. This entry confirms he is still alive. However, his whereabouts are unknown. Once he is found, ONI has planned for him to be Court Marshaled and killed. His actions saved several lives. I will not allow ONI to obtain him.
